The aim is to create a discussion friendly environment where all voices can be heard. The objective is to get a tridimensional discussion on the blog including commentators from civil society, academia and power holders.  There will be an Academic Forum which is held in the lead up to the IBSA Summit held in Brasilia, Brazil on the 15th of April, 2010. The outputs of the Academic forum will be formally reported at the Summit. &lt;/p&gt;
